HANSON CONSERVATION COMMISSION
MINUTES OF THE PUBLIC MEETING OF DECEMBER 6, 2011
TOWN HALL, 542 LIBERTY STREET, HANSON, MA


Called to Order at 7:30 PM under M.G.L. c 131, §40 and the Hanson By-Law 3-13, §5 and Rules and Regulations by Frank Schellenger, Chairman, in the Conservation Office at the Town Hall.

Discussions

Budget
Mr. Schellenger reported that a meeting was held this morning with Town Administrator, Mr. Rene Read and a member of the Finance Committee to discuss the FY13 budget.  Mr. Read read the Commission’s submittal and went through it line by line.  However, the government study that is being conducted by the Collins Center is still going on and he is not making any decisions on budget requests until such time as it has been completed. Mr. Read is relying on results from the study on what to do as far as positions are concerned. Ms. Nehiley is being interviewed tomorrow and Mr. Schellenger and anyone else on the Commission will have an opportunity to be interviewed as well.  

Site Inspections
Mr. Schellenger reported that under the rules and regulations, once an application is received, we have 21 days to act upon it.  Right now, we have three requests for Certificates of Compliance and a Notice of Intent for a septic repair that all require review.  Ms. Nehiley will set up an appointment for the Commission members to meet with Mr. Read to discuss what to do about necessary field work in the absence of an agent.

Nathaniel Thomas Mill
Mr. Kemmett commented that he has an idea to “ruffle a few feathers.”  He has checked and the only entity that was mentioned in the article for Town Meeting to acquire the Mill was the Conservation Commission.  He would like to go to the Selectmen and have the Thomas Mill Committee dissolved so that the Conservation Commission can take full ownership of and the keys to the Mill until we figure out what to do.  Mr. Kemmett was upset that Mr. Alan Clemons cleared invasive species without first seeking permission.  
Mr. Kemmett also commented that the sign for the Mill was in the process of being put in.  He needs approval from Mr. Read who told him verbally that he would be allowed to by-pass the hearing process because of an exemption.  He also said that a Mr. John Buckley from the Registry of Deeds has an historical deed for the Mill that he would like to present to us at a ribbon cutting ceremony.  Mr. Schellenger asked Ms. Nehiley to set up a Stakeholders Meeting for sometime early next year and to ask Merry for the keys to the Mill.



Old Business/New Business

Mr. Murray asked Ms. Nehiley about the status of the new Eagle Scout Project.  Ms. Nehiley answered that she asked Peter Veneto to contact the North River Commission about his canoe launch proposal because there’s a possibility that it could be within their jurisdiction in which case he would have to file for a permit through them.

Mr. Schellenger updated the Commission on the Factory Pond Dam.  He had been in touch with Mr. Victor Diniak of the Hanover DPW who is waiting on a quote from Weston & Sampson to conduct the Phase I Dam Inspection that is due in February, 2012.  Mr. Schellenger asked that he be notified when the actual inspection takes place because he would like to be there.

Ms. Nehiley was directed to get the keys to the Mill.
